updates in padoka git and stable

hi/2 all

padoka ppa (aka unstable) is now on llvm 9 and mesa 19.1.

padoka stable is now on 18.3.3 waiting for 19.0 to go gold (will be compiled with llvm 8.0 stable).

    Hey man, first of all thanks for all the packaging work that you do! Probably a lot of us Radeon owners using your repo. So, definitely much love for that. Second of all, can I ask when can we get Mesa 19 to stable? Thanks man, have a nice day.

    Thanks for the great ppa. The RADV freesync patch works fine but nobody is interested to migrate it to the mainline Mesa. Can you do it so that it is easy to test for everyone?
